Similar to the national Criteria, projects in New York City may choose to submit their Prebuild applications with the 2020 Overlay or 2026 Overlay between April and the end of September. Starting October 1st, we’ll retire the 2020 Overlay for first time Prebuild applications. Download the 2026 NYC Overlay checklist to tally your points and track progress. Substantial and Moderate Rehab projects are required to earn at least 35 optional points, and New Construction projects are required to earn at least 65 points.
